Senior IPS Officer P.V. Sunil Kumar Suspended for Unauthorized Foreign Trips

The Andhra Pradesh government has suspended senior IPS officer P.V. Sunil Kumar over allegations of multiple unauthorized foreign trips taken between 2020 and 2024. The government’s suspension order, issued by Chief Secretary K. Vijayanand, cited serious violations of service rules and concerns regarding national security.

Unauthorized Foreign Travel

The officer, a 1993-batch IPS officer, allegedly undertook several foreign visits without obtaining the required government permissions:

  • March 2024 – Permitted to visit Georgia but allegedly traveled to the UAE instead.
  • December 2022 – Permitted to visit Georgia but reportedly visited the UAE.
  • September 2023 – Traveled to Sweden without permission.
  • February 2023 – Visited the United States without authorization.
  • October 2021 – Allegedly visited the UAE without approval.
  • January 2020 – Traveled to the United Kingdom without government clearance.

Government’s Response

The government has deemed Kumar’s actions as “gross negligence, indiscipline, and grave misconduct,” highlighting that IPS officers have access to sensitive information and must strictly follow travel approval protocols. The suspension order warns that unauthorized foreign visits pose potential national security risks.

During his suspension, Kumar must remain in Vijayawada and is not allowed to leave the headquarters without prior permission. He will receive a subsistence allowance as per All India Services (Discipline and Appeal) Rules, 1969.

Previous Allegations

This is not the first controversy involving Sunil Kumar. In 2021, he faced allegations of misconduct in a case related to the alleged custodial torture of a Member of Parliament. The latest suspension indicates a tightening of discipline within Andhra Pradesh’s police administration.

The Andhra Pradesh government has launched a disciplinary inquiry into Sunil Kumar’s repeated violations of service rules. Authorities stress the need for strict adherence to regulations to maintain law and order, particularly for high-ranking officials.
